Five-level command chain

How the network is layered

  1. Level 1

    Village & Ward

    1–7 community representatives per village identify problems, collect evidence, upload information and verify resolution.

  2. Level 2

    Village Cluster

    Roughly ten villages per cluster coordinator, keeping the information chain scalable.

  3. Level 3

    Block / Tehsil / Taluk

    Verifies issues coming from villages and wards, and coordinates multi-village solutions.

  4. Level 4

    District Development Council

    The operational bridge between state strategy and grassroots reality, maintaining a District Problem Register and Solutions Register.

  5. Level 5

    City & Metropolitan Council

    Urban focus on traffic, pollution, housing, sanitation, water, transport, waste, digital services and planning.

  6. Level 6

    State / UT Chapter

    Around 40 core experts per state, with a professional secretariat, commissioned research and a public dashboard.

  7. Level 7

    National Headquarters

    Proposed in New Delhi: national strategy, governance, research standards, technology, data systems, audit and monitoring.
